The size is as you guess. A little long for me because I'm 5'2, but that's fixable because I'm wearing combats with it so I can scrunch it to my ankle a little. Anyways, the band is tight, and my thighs are thick. Just keep in mind if you have thick thighs, you more than likely will get a little "muffin top" on them. But it's only for one night, so I will still make it work, and it's not really too noticeable. They do look great, and are super cute, I just wish the fit was a little looser in the band.

Perhaps the pair I bought were packaged incorrectly, but the ones I bought from the Spencer's store were incredibly small. They advertise as "one size fits all". This must be meant for children, because they were almost impossible to get on. I am normally a size 00-2 and my thighs were bursting out of them. I do not recommend unless you are a tall child...
